Certain 1990 Delaware Census Tracts have been targeted for Economic Development. Through the "Blue Collar Jobs Bill," the Delaware General Assembly has established special tax incentives for businesses which locate in specific areas. The Targeted Census Tracts were established by the Secretary of Finance and the Director of the Delaware Economic Development Office under Section 2020(1)e, Title 30 of the Delaware Code.

Census Tract 006.01 (City of Wilmington)
Start southwest boundary at intersection of Spruce Street and Vandever Avenue, north on Spruce Street to Kalmar Street, northwest on Kalmar Street to Pine Street, north on Pine Street to intersection of E. 29th Street and Danby Street, west on Danby Street to Market Street, north on Market Street to City of Wilmington boundary, east on City of Wilmington boundary to Northeast Boulevard, south on Northeast Boulevard to Vandever Avenue, west on Vandever Avenue to Spruce Street, to point of beginning.
