Certain 1990 Delaware Census Tracts have been targeted for Economic Development. Through the "Blue Collar Jobs Bill," the Delaware General Assembly has established special tax incentives for businesses which locate in specific areas. The Targeted Census Tracts were established by the Secretary of Finance and the Director of the Delaware Economic Development Office under Section 2020(1)e, Title 30 of the Delaware Code.

Census Tract 007.00 (City of Wilmington)
Start southwest boundary at intersection of Northeast Boulevard and Vandever Avenue, north on Northeast Boulevard to City of Wilmington boundary, east on City of Wilmington boundary to Pennsylvania Railroad, south on Pennsylvania Railroad to Vandever Avenue, west on Vandever Avenue to Northeast Boulevard, to point of beginning.
