Certain 1990 Delaware Census Tracts have been targeted for Economic Development. Through the "Blue Collar Jobs Bill," the Delaware General Assembly has established special tax incentives for businesses which locate in specific areas. The Targeted Census Tracts were established by the Secretary of Finance and the Director of the Delaware Economic Development Office under Section 2020(1)e, Title 30 of the Delaware Code.

 

Census Tract 009.00 (City of Wilmington)
Start southwest boundary at intersection of Walnut Street and E. 9th Street, north on Walnut Street to E. 13th Street, west on E. 13th Street to King Street, north on King Street to Market Street Bridge, north on Market Street Bridge to the Brandywine Creek, east and southeast on the Brandywine Creek to E. 9th Street, west on E. 9th Street to Walnut Street, to point of beginning.
