Certain 1990 Delaware Census Tracts have been targeted for Economic Development. Through the "Blue Collar Jobs Bill," the Delaware General Assembly has established special tax incentives for businesses which locate in specific areas. The Targeted Census Tracts were established by the Secretary of Finance and the Director of the Delaware Economic Development Office under Section 2020(1)e, Title 30 of the Delaware Code.

Census Tract 020.00 (City of Wilmington)
Start southwest boundary at intersection of Walnut Street and Christina River, north on Walnut Street to E. 4th Street, east on E. 4th Street to Christina Avenue, southeast on Christina Avenue to Christina River, southwest on Christina River to Walnut Street, to point of beginning.
