Certain 1990 Delaware Census Tracts have been targeted for Economic Development. Through the "Blue Collar Jobs Bill," the Delaware General Assembly has established special tax incentives for businesses which locate in specific areas. The Targeted Census Tracts were established by the Secretary of Finance and the Director of the Delaware Economic Development Office under Section 2020(1)e, Title 30 of the Delaware Code.

Census Tract 129.00 (New Castle County)
Start southwest boundary at the intersection of the eastern boundary of the Town of Newport and Christina River, north on the boundary of the Town of Newport to Newport Pike (DE 4), northeast on Newport Pike, which becomes Maryland Avenue to the southwest boundary of the City of Wilmington, in a clockwise direction on the City of Wilmington boundary to the Christina River, west on Christina River to the eastern boundary of the Town of Newport, to point of beginning.
