Certain 1990 Delaware Census Tracts have been targeted for Economic Development. Through the "Blue Collar Jobs Bill," the Delaware General Assembly has established special tax incentives for businesses which locate in specific areas. The Targeted Census Tracts were established by the Secretary of Finance and the Director of the Delaware Economic Development Office under Section 2020(1)e, Title 30 of the Delaware Code.

Start southwest boundary at intersection of County Road 10 and Deep Creek, north on County Road 10 to US 301, northeast on US 301 to County Road 437 (Bunker Hill Road), northwest on County Road 437 to County Road 435, north on County Road 435 to County Road 429 (Armstrong Corner Road), east on County Road 429 to DE 896, south on DE 896 to Dove Nest Branch of Wiggins Mill Pond, east on Dove Nest Branch to County Road 430 (Brick Mill Road), south on County Road 430 to DE 299 (Middletown-Odessa Road), west on DE 299 to County Road 442 (Silver Lake Road), south on County Road 442 to Silver Lake, west on Silver Lake to Deep Creek, west on Deep Creek to County Road 10, to point of beginning.
