Certain 1990 Delaware Census Tracts have been targeted for Economic Development. Through the "Blue Collar Jobs Bill," the Delaware General Assembly has established special tax incentives for businesses which locate in specific areas. The Targeted Census Tracts were established by the Secretary of Finance and the Director of the Delaware Economic Development Office under Section 2020(1)e, Title 30 of the Delaware Code.

Start northwest boundary at intersection of US 9 and County Road 329, southeast on County Road 329 to US 113, north on US 113 to County Road 48, southeast on County Road 48 to County Road 297, southeast on County Road 297 to DE 30, south on DE 30 to Indian River, southeast on Indian River to County Road 333 extended, south on County Road 333 extended to County Road 333, southwest on County Road 333 to County Road 334, northwest on County Road 334 to County Road 407, southwest on County Road 407 to County Road 82, south on County Road 82 to DE 26, west on DE 26 to County Road 25, north on County Road 25 to DE 24, north on DE 24 to County Road 431, north on County Road 431 to DE 20, west and northwest on DE 20 to US 9, northeast on US 9 to County Road 329, to point of beginning.
