Certain 1990 Delaware Census Tracts have been targeted for Economic Development. Through the "Blue Collar Jobs Bill," the Delaware General Assembly has established special tax incentives for businesses which locate in specific areas. The Targeted Census Tracts were established by the Secretary of Finance and the Director of the Delaware Economic Development Office under Section 2020(1)e, Title 30 of the Delaware Code.

Start northwest boundary at intersection of the boundary between the states of Delaware and Maryland and Nanticoke River, northeast on Nanticoke River to Gum Branch, southeast on Gum Branch to County Road 13, north on County Road 13 to County Road 480, east on County Road 480 to US 13, south on US 13 to County Road 451, west on County Road 451 to County Road 13, north on County Road 13 to County Road 501, southwest on County Road 501 to County Road 494, north and northwest on County road 494 to DE 24, southwest and west on DE 24 to the boundary between the states of Delaware and Maryland, north on state boundary to Nanticoke River, to point of beginning.
