Wilmington, DE - Governor Thomas R. Carper today announced the resignation of Director of the Delaware Economic Development Office (DEDO) Darrell J. Minott. Minott, Director of DEDO for the past two years, has accepted a position with MBNA as an Executive Vice President at its international headquarters in Wilmington. "Darrell has served as a committed and key member of my administration for nearly eight years," Governor Thomas R. Carper said today. "As Secretary of Labor, Darrell took a lead role in keeping the General Motors Boxwood plant open, negotiating a long-standing pact between organized labor and contractors regarding prevailing wage, reforming the workers' compensation system and much more. Darrell accepted the position as Director of DEDO at a pinnacle time, as the state began its retention and attraction of the newly-merged pharmaceutical company, AstraZeneca, and he helped lead us to what are perhaps Delaware's greatest economic development victories. There is no doubt I will miss his leadership, but I am confident that Darrell will be very successful at MBNA. I wish Darrell and his family much luck and happiness." During his two years with DEDO, Minott has helped to further develop strong relationships within the tourism industry; developed the Delaware Technology Park, including the Delaware Biotechnology Institute; supported the purchase of the Garrison Tract in Dover, Kent County's first technology park; the Delaware High Technology Incubator at Delaware State University, and the Seaford speculative building in the Seaford Business Park. Through his efforts, the Delaware State Chamber of Commerce and the Delaware Technical and Community College formed a partnership with the Manufacturing Extension Partnership to create a stronger, more effective Delaware Manufacturing Extension Partnership (DEMEP) to assist small and mid-size manufacturers in Delaware. Harold Stafford, Director of Administration for DEDO since 1998, will serve as Acting Director. Stafford has served with Minott for the past 7 ½ years, first at the Department of Labor as Division Director for Administrative Services. He has been responsible for overseeing DEDO's budget and strategic planning and has been supervisor to the Business Research, Workforce Development, IT and Personnel divisions of the office. Stafford resides with his wife Velvia in Dover. Minott resides in Brandywine Hundred with his wife, Evon, daughter, Tammy, and son, Clayton. He will begin his new position on September 18, 2000. |
